Selous Park Rangers Conclude Anti-Trafficking Training with U.S. Marines

On March 27 2015 , U.S. Marines presenting a token of appreciation to the Selous Park Rangers. The U.S marines conducted a one month training with the Rangers, specific topics included weapons handling and safety, combat marksmanship, patrol movement formations, react to contact drills, first aid, mission planning, land navigation, vehicle maintenance, and fundamentals of offensive operations.
On March 27, 2015. U.S. Chargé d’Affaires, Virginia Blaser, with U.S Marines and Selous Park Rangers after a graduation ceremony for a month long anti-trafficking training. Specific training topics included weapons handling and safety, combat marksmanship, patrol movement formations, react to contact drills, first aid, mission planning, land navigation, vehicle maintenance, and fundamentals of offensive operations.

Selous Game Reserve, TANZANIA. On March 27 U.S. Chargé d’Affaires, Virginia Blaser, attended the graduation ceremony of 50 Park Rangers, who successfully completed a month long anti-trafficking training. The training was conducted by U.S. Marines and Sailors from Special-Purpose Marine Air-Ground Task Force Crisis Response-Africa. Faustin Masalu, Assistant Director for Anti-Poaching in the Ministry of Natural Resources and Tourism, Benson Kibonde, Chief Park Warden for the Selous Game Reserve, and Colonel Phillip Millerd of the U.S Marines Corps also attend the graduation ceremony.

During her remarks, Chargé d’Affairs Blaser congratulated the Rangers for completing the rigorous training and urged them to use what they have learned to serve as leaders and role models as they work to protect Tanzania’s natural heritage.

In his remarks, Mr. Masalu said the training and knowledge gained was important to help fight wildlife trafficking, which globally has become more organized. “This war will be possible by cooperating with our partners who have common interest with us like the United States of America.”

This was the first in a series of training events to help improve the capacity of the Rangers to combat illicit trafficking in the Selous Reserve. Some of the specific training topics included weapons handling and safety, combat marksmanship, patrol movement formations, react to contact drills, first aid, mission planning, land navigation, vehicle maintenance, and fundamentals of offensive operations. The training culminated with a three day “Field Training Exercise” consisting of 25 patrols covering over one hundred kilometers of the reserve.

EAC PARLIAMENT TO START FORUM ON CLIMATE CHANGE

East African Community, Arusha, Tanzania, March 31, 2015:  The East African Legislative Assembly (EALA) has agreed to form a regional Parliamentary Forum on Climate Change.

The proposal was made during a policy dialogue on Climate Change and Gender for members of EALA to identify the role of parliamentarians in implementation of gender sensitive climate change policies.

The dialogue held on 27th and 28th March, 2015 in Bujumbura, Burundi, was organized by the EAC Secretariat in partnership with the EALA Women Forum. It was also attended by the EALA Committee on Agriculture, Tourism and Natural Resources and the General Purpose Committee.

“We need to establish a parliamentary forum on Climate Change for EALA so that it can feed into the global parliamentary forum and also provide leadership in the regional framework on climate change,” said Hon. Abubakar Zein. The resolution on this proposal will be passed during the next EALA sitting in May.

The impact of Climate Change is most severe for the world’s poor and marginalized communities who often live in stressed environments and have fewer means for coping.  Women are especially vulnerable because of their limited access, control and ownership over resources, unequal participation in decision and policy-making, lower incomes and levels of formal education and high workloads.

USAID gets accolades for supporting WMAs

On Monday, March 30, the Authorized Association Consortium (AAC) of Wildlife Management Areas (WMAs) kicked off a 2-day Constitution and Strategic Plan Workshop at the Kurasini Training and Conference Centre in Dar es Salaam. At the opening of the workshop, Acting Wildlife Director Herman Kerario expressed gratitude to the United States Agency for International Development (USAID) for its longstanding support for WMAs in Tanzania. Pictured is a token of appreciation, a custom beaded Maasai rungu stick and Maasai cloth, presented to USAID Deputy Office Director for Economic Growth Randy Chester by Chairman of Enduimet WMA Komolo Simel.

The AAC is an important platform for discussions on how to advance the cause of the community-owned and managed conservation areas called WMAs. USAID has supported WMAs in Tanzania since 1998, through policy and institutional development and implementation in areas with critical wildlife habitat.

Shindano hilo ambalo litadumu kwa miezi mitatu, litawakutanisha wanafunzi wa vyuo vikuu ambao watapewa mitaji ya kielectroniki (Virtual Capital) ya shilingi milioni moja na wao kufanya uwekezaji kwa njia ya kununua hisa kwenye soko la hisa la Dar es Salaam.

Washindi watatu watakaopatikana, watagawana kitita cha shilingi milioni 2 ambapo mshindi wa kwanza atapata shilingi milioni 1, mshindi wa pili laki 6 na mshindi wa tatu atapata shilingi laki nne. Washindi watapatikana kutokana na faida watayoipata katika uwekezaji wao kwenye soko la hisa na ushiriki wao kwenye majadiriano yanayoonyesha njia walizotumia kufikia faida walizopata. Shindano hili litafanyika kwa njia ya mtandao wa simu.

Hii ni mara ya pili kufanyika kwa shindano hili kuendelea kupata udhamini mzuri kutoka benki ya NMB, Lengo la shindano hili ni kuwahamasisha wanafunzi kujenga utamaduni wa kuwekeza na kutunza akiba katika taasisi za fedha.

AMI hospital faces imminent closure


AMI Hospital or Trauma Center at Msasani Dar es Salaam is facing imminent closure after it failed to comply by Tanzania Court of Appeal order that wanted it to deposit in court USD 1,514,000 plus a monthly rent to a tune of USD 64,000 per month following a tenancy agreement dispute.

A panel of three Court of Appeal judges, Justices Mbarouk Mbarouk, Salum Massati and Katherine Oriyo ordered African Medical Investments (T) Ltd (AMAI) to make the deposits a month after the ruling which was issued on the 12th day of February 2015, an order that has not been honored. 

The court made their ruling on civil application No. 185 of 2014 filed by AMI in protest against execution of a ruling on main commercial suit No. 104 of 2013 that it lost to its Landlord (local business man Navtej Singh Bains) in respect of a building where the company is conducting its business.

AMI Hospital had lost the case filed by the landlord for failure to pay rent for the past 26 months in a legal battle at the Tanzania Commercial Court in November 2014 and were issued with a Notice for Eviction by the landlord.
AMI subsequently filed for Bankruptcy protection to the High Court of Tanzania last Friday stating that it was operating insolvently having incurred losses for the past two years.

AMI Plc Chief Executive Officer (CEO), Mr Theunis Peter Botha, also a Director and CEO of the local AMI Hospital in Tanzania, filed the Bankruptcy application in the High Court of Tanzania.

 AMI Tanzania is wholly owned by its London Company AMI Plc which was kicked out of the London Stock Exchange in February 2014 for trying to sell its assets in Maputo without shareholder disclosure.

Through a notice released last week on Wednesday (25th March), Mr Lawrence Ochola, a Kenyan National working as Hospital Accountant, appealed for all stakeholders to stay cool and that AMI Hospital is operating normally.

“The management of AMI hospital –Dar es Salaam wishes to take this opportunity to acknowledge to its various stakeholders that we are aware of their fears and concerns that have been elicited by news that appeared in a section of local media to the effect that AMI has filed for bankruptcy.

In a bankruptcy petition filed last week before the High Court's Main Registry, the company alleges that it has been incurring losses in terms of billions to the extent of having several outstanding liabilities and debts which are now exceeding its ability to pay to different creditors.

"The petitioner (AMI) incurred a net loss of 1.146 million US dollars in the year ended February 28, 2013, while in the year ended February 28, 2014, the petitioner incurred a net loss of 775,000 US dollars," reads a section of the petition document.

It is stated that the company was also required to pay outstanding dues to institutes, notably the National Social Security Fund (NSSF) and the Tanzania Revenue Authority (TRA) and individuals.

According to the petition, given the value of the assets of the company and the amount of money owed to it by creditors, there was no way it would be able to raise enough funds for paying them as well as meeting her obligations.  

There are also records showing that Lancet Laboratory (T) Ltd filed for an urgent application against AMI Hospital eviction claiming over TSh 150m owed to them by AMI Hospital.

Inside information has it that several creditors are now in a limbo as the Hospital owes over $4m to them including the biggest creditor being the Landlord Mr N Bains, Doctors, Staff, TRA, Pharmaceutical suppliers and other suppliers.

Learned counsel Dilip Kesaria, who represented the Landlord, asked the court to issue a final notice of eviction which has been outstanding since September 2014 against AMI Hospital.

Leo tarehe 30/03/2015 waandishi wa habari walifika kituo Kikuu cha Polisi wakitaka kujua uhalali wa silaha iliyokamatwa tarehe 29/03/2015. Silaha hiyo ni Bastola aina ya BERRETA yenye namba CAT5802 ikiwa na risasi tatu. Pia zilikamatwa risasi 17 za Short Gun.

Ufafanuzu ni kama ifuatavyo:

Uchunguzi wa kina na wa kitaalam sasa umethibitisha kwamba silaha hiyo inamilikiwa kihalali na Askofu Josephat Gwajima. Kuhusu risasi 17 za Short Gun ni kwamba Askofu Gwajima anamiliki Bunduki aina ya Short Gun yenye namba 102837 ambayo inatumia risasi za aina ya hizo zilizokamatwa.

Kuhusu watu 15 wanaotuhumiwa kujaribu kumtorosha Askofu Josephat Gwajima bado uchunguzi unaendelea. Aidha watu hao pia wanahojiwa kuhusu suala la kukutwa na silaha na risasi zilizotajwa hapo juu wakati wao sio wamiliki halali za silaha hiyo na risasi hizo na idadi iliyotajwa kwa mujibu wa sheria.

Baada ya uchunguzi wa suala hilo jalada la kesi litapelekwa kwa mwanasheria wa Serikali kabla hawajafikishwa mahakamani ili sheria ichukue mkondo wake.

Kipindi cha nyuma wakati nikieleza masuala ya sheria za ndoa niliwahi kueleza utaratibu wa mgawanyo wa mali iwapo ndoa inavunjika. Kimsingi nilieleza mgawanyo wa mali katika msingi wa uwepo wa ndoa ya mke mmoja. Sikuwahi kueleza mgawanyo wa mali iwapo ndoa ni ya mke zaidi ya mmoja. Wengi waliuliza swali hili ambapo baadhi niliwajibu na baadhi sikuwajibu. Leo sasa nitaeleza mgawanyo wa mali katika ndoa ya mke zaidi ya mmoja pale ambapo mmoja wa wake inatalakiwa .

1.NDOA YA MKE ZAIDI YA MMOJA.

Kwa jina la kitaalam ndoa za namna hii huitwa ndoa za mitala. Waolewaji waweza kuwa wawili, watatu , wanne, watano au zaidi neno mitala hubaki kuwa mitala. Sheria yetu ya ndoa inatambua ndoa ya mke zaidi ya mmoja na hivyo kwa waliofanya hivyo hawajatenda dhambi yoyote kisheria. Ndoa za namna hii mara nyingi zimekuwa zikifungwa na waislamu au watu ambao huishi maisha ya kufuata mila ambao wengi wao wako vijijini. Hata hivyo tumeshuhudia mazingira ya ndoa za namna hii kwa watu ambao ni wa makundi tofauti na niliyotaja kwa siku za hivi karibuni. Yote kwa yote hizo ndio ndoa za mitala.

2.ISEMAVYO SHERIA YA NDOA KUHUSU MKE ZAIDI YA MMOJA.

Kifungu cha 57 cha sheria ya ndoa kinaweka wazi kwa kusema kuwa, katika sheria yoyote ile mwanaume anapokuwa na wanawake wawili au zaidi wanawake hao wanatakiwa kuwa na haki sawa mbele ya macho ya sheria na si vinginevyo. Kawaida tumezoea kuna u bi mkubwa na u bi mdogo. Basi ieleweke kuwa hayo ni mambo ya kwetu lakini sheria haina u bi mkubwa wala u bi mdogo. Sheria inajua mke ni mke awe alianza kuolewa au ameolewa mwishoni. Wake wote wana haki sawa mbele ya mme wao na mbele ya sheria na huo ndio msimamo wa sheria.

Statoil yafanya ugunduzi wa nane wa gesi asilia katika Bahari Kuu ya Tanzania

Serikali kupitia Wizara ya Nishati na Madini imetangaza ugunduzi wa gesi asilia katika Miamba ya Mchanga kwenye kisima kinachochimbwa na Statoil cha Mdalasini-1 kwenye bahari kuu ya Tanzania.

Waziri wa Nishati na Madini, Mhe. George Simbachawene amebainisha hayo kwenye mkutano na Waandishi wa Habari mjini Dodoma. Baada ya kuthibitishwa na Makamu wa Rais wa Statoil, Nick Maden pamoja na Shirika la Maendeleo ya Petroli Tanzania (TPDC).

“ugunduzi huo wa gesi asilia wa futi za ujazo trilioni 1.0-1.8, unaongeza kiwango cha gesi asilia iliyopatikana kwenye kitalu namba 2 kufikia futi za ujazo trilioni 22. Kisima cha Mdalasini -1 kimechimbwa katika urefu wa mita za maji ya bahari 2,296 kusini mwa kitalu namba 2” alisema Mhe. Simbachawene.

“kuanzia mwanzo wa uchimbaji, Februari 2012, tumechimba visima 13 na tumefanya ugunduzi katika visima 8 ikiwemo Mdalasini-1. Bado tunaona uwezekano wa gesi zaidi katika eneo la Kitalu namba 2” aliongezea Mhe. Simbachawene

Statoil ni Mkandalasi katika Leseni ya Utafutaji ya Kitalu namba 2 kwa niaba ya TPDC na inayohisa ya asilimia 65% na mshirika wake ExxonMobil and Production Tanzania Limited inazo hisa asilimia 35%.

Wakati wa uendeshaji baada ya Serikali kutoa Leseni ya uzalishaji, TPDC kulingana na mkataba inaweza kushiriki katika uendeshaji na uzalishaji kwa kutwaa asilimia 10% ya uwekezaji.

KILWA ROAD Bar Dar One Temeke jijini Dar es Saalaam wameibuka mabingwa katika fainali za mashindano ya Safari Lager Nyama Choma 2015 yaliyofanyiaka mwishoni mwa wiki katika viwanja vya TCC Chang’ombe na hivyo kuzawadiwa Kikombe pamoja na nafasi ya kushiriki fainali za Mkoa zinazotarajiwa kufanyika Aprili 12,2015 katika viwanja vya Leaders.

Nafasi ya pili ilichukuliwa Liquid Bar ambayo kwa nafasi hiyo ilipata nafasi ya kushiriki fainali za Mkoa Leader na nafasi ya tatu ilichukuliwa na Chamanzi Bar ambao pia walipata nafasi ya kushiriki fainali za Mkoa pale Leaders.

  Katibu Mkuu wa CCM Ndugu Abdulrahman Kinana akipata maelezo ya namna uzalishaji unavyofanyika kutoka kwa Mkurugenzi Mtendaji wa kampuni ya kutengeneza vinywaji ya Bellaview Fresh Fruits Processing Industry Ndugu Shanel John Ngowi.Kulia ni Katibu wa NEC Itikadi na Uenezi Nape Nnauye.
  Katibu Mkuu wa CCM Ndugu Abdulrahman Kinana akishiriki kuvuta waya wa umeme kwenye mradi wa umeme vijijini katika kijiji cha Kirongo Samanga ikiwa sehemu ya utekelezaji wa ilani ya uchaguzi ya CCM 2010.
 Katibu Mkuu wa CCM Ndugu Abdulrahman Kinana akifungua maji ikiwa sehemu ya uzinduzi wa huduma ya maji kwa wananchi wa kijiji cha Kahe pamoja na Mkuu wa Wilaya ya Rombo Lembris Marangushi Kipuyo.
 Katibu Mkuu wa CCM Ndugu Abdulrahman Kinana akimtwisha ndoo ya maji Bi. Petronila Jakob kama ishara ya uzinduzi rasmi wa huduma ya maji katika kijiji cha Kahe.
 Katibu Mkuu wa CCM Ndugu Abdulrahman Kinana akihutubia wakazi wa Tarakea wilayani Rombo kwenye mkutano wa hadhara uliofanyika kwenye viwanja vya Tarakea Polisi.

Katibu Mkuu wa CCM anaendelea na ziara za kujenga na kuimarisha Chama mkoani Kilimanjaro pamoja na kukagua, kuhimiza utekelezaji wa ilani ya uchaguzi ya CCM 2010. Katika ziara yake ya leo wilayani Rombo ,Katibu Mkuu alishiriki shughuli mbali mbali ,zikiwemo kufungua ofisi ya chama ya wilaya, kukabidhi Bima ya afya kwa vijana 900 wa boda boda,Kukabidhi mikataba na hundi ya vikundi 2o vya wanawake wajasiriamali.
